The Cameroons: Failure to recognise the Tontine Union

The Dramatic Confrontation over Power Rotation in Cameroon

At a time when numerous voices are being heard across the country calling on President Paul Biya to stand again for the Presidential elections of 2018, I believe that it is dangerous to remain silent in articulating the challenges facing Cameroon in the next couple of years.
Cameroon as we know it is the product of a union which took place in 1961 between the French Speaking Cameroun Republic and the British Southern Cameroons. The union took place without any formal union treaty being signed between the two parties. The result is that no instrument of ratification was sent to the UN Secretariat in accordance with article 102 of the UN Charter.
By contrast the Tanzanians were diligent in not making the same mistake as Cameroon. The Tanzanian Union Treaty between Tanganyika and Zanzibar was signed on 22 April 1964. The parliament of Tanganyika ratified the union treaty on 25 April 1964 and filed the instrument of ratification to the UN Secretariat in accordance with article 102 of the UN Charter. It is on the basis of this ratification instrument that Tanzania can claim that its territorial waters extend to 12 nautical miles east of Zanzibar.
Notwithstanding this lacuna, the two territories (the Cameroun Republic and British Southern Cameroons) have lived together in an informal arrangement which was based on a constitution adopted in 1961 and subsequently amended several times. But as the original union has no legal basis for its existence under international law, it has been described as a “Tontine Union”, a metaphorical parody of the hundreds of thousands of informal ethnically based associations in Cameroon which form the bedrock of the informal financial sector called the Tontine or Njangi.
The principle of rotation of power has been one of the unwritten principles in this Tontine Union in recognition of the fact that the union can only be maintained through some mechanism of power sharing or rotation between the English-speaking Southern Cameroons and the French-speaking Cameroun Republic.
The power-movement trajectory shows that since 1961 the French-speaking Cameroun Republic has held on to Presidential power for a total of 55 years of which President Paul Biya has exercised single-handedly for 33 years so far. The challenge facing Cameroon now is what should happen to the political power in 2018 when Paul Biya’s current mandate expires?
Paul Biya’s people of the South Region have orchestrated a movement demanding that President Paul Biya should again stand for reelection in 2018 when he will be 85 years old. But there is a growing movement in the Southern Cameroons which is demanding that the time has come for President Paul Biya to hand over power to someone from the British Southern Cameroons.
If President Paul Biya does make adequate arrangements to hand over power to someone from the British Southern Cameroons, then the Tontine Union can continue as before. However, if he fails to transfer power to the Southern Cameroons in 2018, what is likely to happen is the following:
1. The results of the Signature Referendum of September 1995 that was conducted in Southern Cameroons by the SCNC shall be submitted to the Peace and Security Council of the African Union as the instrument that confers legitimacy and backing for a demand that the Tontine Union of 1961 should be formally dissolved;
2. The results of the signature referendum which was supported by John Ngu Foncha and Solomon Tandeng Muna before their deaths showed overwhelming support for the Southern Cameroons to achieve full independence by peaceful separation from the Cameroun Republic; To this extent the Signature Referendum of 1995 annuls the plebiscite of February 11, 1961.
3. A UN Security Council Resolution shall be proposed, through the Peace and Security Council of the African Union, to formally recognize the dissolution of the Tontine Union of 1961 leading to the creation of two independent sovereign States: The Cameroun Republic (for the French Speaking part) and the British Southern Cameroons (likely to be known as the Republic of Ambazonia).
If the Peace and Security Council of the African Union and the UN Security Council fail to act on the demand for the peaceful dissolution of the Tontine Union, then a major civil war should be expected which shall spread to Biafra, the Niger Delta and the Bakassi Peninsula and beyond. But the result will be the same in the sense that the outcome shall be the dissolution of the Tontine Union in Cameroon. This is what my crystal ball is showing me.

The People's Call: Understanding The Early Calls


The people's call has come to be a contagious disease spreading from regions to regions across the Cameroons. The call began with worshippers of Biya's regime from the South Region. Praise singers from the Centre took over the call and relayed the baton to people from the littoral. CPDM senators also danced to the same tune and called on the natural candidate to run come 2018. It is evident that all ten regions will take their turn. It is just a matter of time before the hallelujah song starts moving around.

But have we bothered to ask ourselves, why the call now in 2016, two years before the election? This is what political pundits and insight sources suggest. They revealed that in 2016, Biya would cause the Parliament to create the post of the Vice President who will become a direct successor after the President. Biya in late 2016 will call for early elections in October 2017 instead of 2018 taking the opposition by ambush. Biya will then run for the Presidential elections heading to the so called people's call. ELECAM will ensure that Biya wins the 2017 early Presidential elections.

In 2018 October, Biya will resign gracefully and his constitutional heir, which would be the Vice President appointed in 2016 must have been thrilled by Biya and France will take over as President of the Republic and then finishes the remaining 6 years of Biya's term.
The Vice President will neither be an "Anglophone" nor would it be any person closer to the other regions in the Francophone zone.
This is the underlying call for Biya to run again so political insiders reveals.

Elections in the Cameroons: The Place Of "Anglophones"


People from the Cameroons (La Republique Du Cameroun and Southern Cameroons) understands very well the political situation back home. For those who have studied both regimes of Ahidjo and Paul Biya vis-a-vis the western influence will somewhat agree with me. For those who understand how political change is being achieved will agree with me. For those who have been waxing for change in the Cameroons will agree with me. We would agree that we cannot just fold our arms and expect some other people to bring the change we seek. We must go for it.
Now, I understand the place of the diaspora. We have our roles. Our role is limited. Because of some reasons, we can freely talk and propagate ideas, but once such ideas or talks do not translate on the ground then it is good as nothing. However, this will not stop us from talking.
However, the focus of this talk is based on Southern Cameroonians or call them Anglophones who have decided to participate in the electoral process in the Cameroons. Many old, young and new politicians are coming up, but most of us have been in a bit to knock them out before they even start. I had always posited that the independence of Southern Cameroons is legitimate and within international law, in fact, it is our right to achieve self-determination but such will not come only from talking and wishful thinking.
Therefore Ambazonia or not, Southern Cameroons or not. We must come to the reality that Southern Cameroons is part and parcel of La Republique as in under occupation. Part and Parcel in this sense, I mean to say, La Republique has taken Southern Cameroon as part of its own territory that's why Southern Cameroonians uses her money, flag, sings her anthem etc. La Republique has given Southern Cameroonians though a subjugated people an opportunity to run for offices from Councils to the Highest office though most often the regime in place steals the victory from the people.


We cannot refuse those Southern Cameroonians who have decided to participate in any of those elections, no we cannot take such right from them. It is their political decision and they should be ready to bear the consequences. Change they say come from a committed few not from a majority following. Those agents who are eager for an independent Southern Cameroons should not depend on others political vision. This is what they should and must do.
1. Sell your ideologies
2. Propagate it very well
3. Go into action to achieve this dream
4. Slaughter any person on your way who seem to take that dream from you.
If your dream comes to fruit, both victors, losers, opportunist will have no choice than to join. After all, no one is more Southern Cameroonian than the other. I hate to hear activist of Southern Cameroons shunning those who want to participate in the Cameroons to bring political change in their own way. Let them be, do yours and let our action speak. We must understand the political realities in the Cameroons. I guess you that is reading me know where I belong.

SWELA SHAMES GOVERNMENT, STANDS BEHIND NFON MUKETE

FINAL COMMUNIQUE FROM SWELA GENERAL ASSEMBLY

The General Secretariat of the South West Elite Association, SWELA, held an urgent meeting of the Association in Kumba, the Association’s Headquarters on Monday, 25th January 2016. The Meeting, chaired by the Secretary General, was attended by members of the General Secretariat, Divisional Presidents and Special Invitees.
After frank and in-depth deliberations on current issues affecting the South West Region in particular and the Anglophones at large, SWELA resolved and issued the following public communiqué.
1. SHABBY TREATMENT TOWARDS SENATOR NFON V.E. MUKETE
That we the South West Elite Association and all Anglophones of goodwill vehemently condemn the poor treatment our Patriarch Senator NFON V.E. MUKETE has of recent been receiving from Government for being vocal against Anglophone marginalization in this Country especially the cause for genuine Bilingualism.
That we solidly stand behind the Respectable Patriarch, and totally adhere to his ideas.
2. TRANSFORMATION OF CDC
That the Nationalization of CDC, just like the National Produce Marketing Board which collapsed and liberalization came and left the farmers with mushroom conservative societies without personnel and follow up. CDC operations like Pamol are based on the Common Law System. That a decree already signed by the President of the Republic stipulating the implementation of the OHADA Law which indeed is an off-shoot of the Civil Law System and the possible movement of the Headquarters to any part of the Country by the General Assembly leaves SWELA completely opposed to the move. CDC remains the only legacy to the South Westerners and Anglophones at large, SWELA orders that CDC should be left in her OLD STATUS.
3. THE ANGLO-SAXON SYSTEM OF EDUCATION
That SWELA recognizes the efforts made by CATTU and TAC concerning the preservation of the English-Speaking Sub-System of Education,
Mindful of Section 15(1), Chapter I of Part III of the Education Law No. 98/004 of 14 April 1998, the idea of harmonization of two cultures which are virtually parallel is not feasible, and therefore this is a show of alienating the Anglophones, defrauding them of their cultural heritage; hence making them strangers in their own homeland.
Thus, SWELA calls on Government not to continue with the dismantling of the English-Speaking Sub System of Education (Anglo-Saxon System). We also note with regrets the alienation we are going through in HTTTC of the Universities of Bamenda and Buea which show a bias in the student enrolments, teaching staff and the syllabus disorientation. SWELA calls on Government to respect the Law No. 98/004 of 14/4/1998 including the Higher Institutions of learning for Culture and Education are interwoven. SWELA notes that the identity of a people is known through their cultures, and if this is denied them, they become alienated and defrauded in their own system. Anglo-Saxon Education speaks of “Vice Chancellor” while the French-Speaking Education System speaks of “Rector”, and therefore let everything be done decently.
4. THE COMMON LAW JUDICIAL SYSTEM
That SWELA reiterates that the Bi-Jural system of the Judiciary in the Country should be respected. We call on Government to respect the Common Law and allow it to be practiced wholly in the North West and South West Regions unpolluted.
5. LIMBE DEEP SEA PORT
That SWELA laments on the non commencement of construction of the Limbe Deep Sea Port, promised since September 1991, SWELA calls on Government to include this in the list of Emergency Project to boost the realization of Vision 2035.
6. 1996 CONSTITUTION
That SWELA regrets the inability of the Government to create the Regional Councils and implement Article 66 of the Constitution. Therefore SWELA calls on Government to specially put these structures in place.
7. DIVISIONAL GENERAL ASSEMBLIES
That Divisional General Assemblies shall be held in all the six Divisions of the Region before the Silver Jubilee Celebrations slated for October 2016. Each of the Divisional Assemblies shall be spiced with an Empowerment Summit.
8. VIGILANCE
That SWELA calls on all Anglophones within and in the Diaspora to note and be vigilant on these marginalization and assimilation policies being tactfully pursued by the powers that be.

Decentralising the University of Bamenda: On-going debate.


Universities are ’bridges’ to the global knowledge economy and serves to sustain local communities. Before and after the creation of University of Bamenda, Politicians and Fons from North West Region (Northern Zone of Southern Cameroons) have been on each others throat whether the University of Bamenda campuses should be decentralised across the region. Politicians who favour the decentralisation policy of the University of Bamenda say so due to the complex nature of economic and social effects such a policy will bring across the region. They argue that public actors have to formulate objectives not only concerning the quality of science and education, but also concerning the role of the university in local and regional economic as well as social development. The below-mentioned faculties and or schools are created in the decree that created the University of Bamenda. Some are operational while others will go operational as the resources become available. Some politician such as Dr Nfor N Susungi has proposed the following composition:
1. Faculty of Arts and Architecture: Bafut Campus
2. Faculty of Medicine: Nkambe Campus
3. Faculty of Law: Batibo Campus.
4. Faculty of Education: Wum Campus.
5. Faculty of Arts and Science: Mbengwi Campus.
6. Faculty of Social Science: Fundong Campus.
7. Faculty of Engineering: Kumbo Campus.
8. Faculty of Agriculture: Ndop Campus.
9. Faculty of Theology: Bali Campus.
10. Faculty of Journalism and Mass Communication :Ndu Campus
11. Faculty of Health and Human Sciences: Kumbo Campus.

The main administrative campus will remain in Bamenda coordinated by the Vice-Chancellor. The Faculties would be coordinated by deans resident at the respective areas within the region. The policy supporters argue that such a decentralisation policy will move smoothly as those areas have large human and natural resources capable of transforming such campuses into the bedrock of Cameroon's emerging economy by 2035.
Personally, I support the decentralisation policy of the Bamenda University because such a policy will cause an expansion and/or enhances regional productivity. The average productivity in those areas will be higher and there would be more economic gains in each of those areas. It will lead to an industrialised and economic boom in the North West region. The people from the North West Region are naturally hard working people, the true potentials of the people and their region will blossom.
However, this can only be possible if all areas within the campuses are linked by good roads to enhance students and staff mobilities. The decentralisation might be costly both human and economic wise as some courses might be jointly offered by students from different faculties taught by same lecturer. In this case, the University would be forced to offer the same course to two different lecturers as it becomes impossible for students to move from say Kumbo to Mankon to take just a course. However, this can only be possible if all areas within the campuses are linked with good roads to enhance students and staff mobilities.  However, with the advent of technology, in this case, there might be video link technology to sort this out. Again, with the rate of poverty, would students be able to cope with the means to engage in video technology lectures? Would the University be able to provide such technologies? What about the man power i.e the lecturers to flood these different areas? Would they be ready to reside in these remote areas while the areas take their speedy economic developments?

Dissecting the name Kamerun: A Susungi change of political strategy


Dr Nfor Susungi, 2018 Presidential candidate under the platform of UNIKAM has experience within his life time a shift in political strategy. He began as a strong militant of the SDF to a fervent supporter of Southern Cameroons independence where he wrote a paper titled " The Economy, Political and Constitutional Plan of Republic of Ambazania". Presently he has changed political strategy  to run for the 2018 Presidential elections wherein he intends to change the name of the Country to Republic of Kameroon under the platform of UNIKAM which would see a more regionalized state with state institutions spread across the Cameroons.

Questioning him on why he wrote the paper about Ambazania (Southern Cameroons), he declared "  I am the author of this document because a bunch of young men got together and came up with a government of the British Southern Cameroons in which I was made Minister of Finance without being consulted in advance. I did not turn down the appointment. So I sat down and prepared this document until I discovered the group of people involved and resigned my appointment as Finance Minister. Again because I realized that all the people involved in the Government of the British Southern Cameroons just talk but they don't have ideas which can explain to the general public how an independent Southern Cameroons would look like. I always take time to do my home work because I have ideas that are usable everywhere"

On the reasons why the name was Ambazania and not Ambazonia as popular known today, he had this to say "The difference was that Ambazania was the SCAPO name while Ambazonia was the Gorji Dinka name. That was one of the main reasons why we disagreed and I resigned from the government "

Nfor Susungi has recently been a strong advocate of a United Kameroon with a radicalise new plan on how the country will function. Quizzed on why a shift in political strategy to run as a candidate under the same Cameroun he once rejected, he had this to say " My thinking is that many Southern Cameroonians are comfortable with the situation in Cameroon even with all the problems that we have now. They are not willing to go on a huge adventure of independence. That is why my political strategy is to see how we can take corrective action in the present political dispensation in Cameroon now".

However Ayaba Cho Lucas, advocate for Southern Cameroons independent state AKA Ambazonia had very sharp words for Nfor Susungi. Hear him " The people of Ambazonia know the truth. That truth is not buried in archives. It will neither be told by Susungi nor myself. That truth is their daily reality. Many actors will take the stage to use that reality and seek a mandate to change it. Some will manipulate it when it suits them. Others will ask for a mandate and even when we give them the result of a referendum, it will not satisfy them. When we ask them to offer one, they are scared. In any case, Ambazonia whether coined by Satan or an Angel is a reality that can not be wished away by the pleasantries and spin of the moment. Mandate or no mandate, no one will take us for Foncha or Muna. We are not riding this horse presented by the bullies who think they can tweak history and justify annexation "

Ayaba continues "I have read Dr. Susungi make bold claims which are very untrue and sometimes very childish- Who made you Minister of Finance? Where you consulted? And why will you accept an offer when you were not consulted? This is the mystery about your changing positions as far our struggle is concerned. I want you to tell the truth how you became minister of finance in a government you knew nothing about; until you believed in it and drafted an economic policy of that government. I also want you to post for history the resignation letter you submitted and to whom. Dr. Susungi, look you have the right to campaign to become president of Heaven. I hate it but I have not opposed you for obvious reasons. What you do not have is the right to tell blatant lies every time you need to make a case. This is what gets me scared and sick in the stomach"

Question: Should politicians shift major political strategies according to the circumstances or should they stick to their believes and fight till the end? Are Southern Cameroons movement ready to walk the talk this 2016 or would it be same as usual?

1st January: La Republique Du Cameroun Independence day; SCNC leader addresses Southern Cameroonians


Nfor Ngala Nfor, Chairman of the Southern Cameroons National Council has addressed an open letter to Southern Cameroonians a day before President Paul, President of La Republique Du Cameroun addressed people from the Cameroons. His letter is dated 31st December 2015, done in Buea, Capital of Southern Cameroons. Highlights of his letter includes:
1. He reminded Southern Cameroonians that 1st January is actually the independence day of La Republique du Cameroun. He wonders within the spirit of his letter why Cameroun does not celebrate her independence day like other nations. He concluded by indicating that, celebration of such an independence day would highlights the independence day of Southern Cameroons-1st October 1961, something the regime does not want.
2. He reminded Southern Cameroonians of their diplomatic moves being currently frustrated by La Republique. Hear him "Yaoundé colonial misinformation and distortion has been taken abroad to sabotage our diplomatic efforts. But every evil has its dooms day. No one can counter Yaoundé’s peddled falsehood and propaganda through paid agents and lobbyists in Brussels, Washington, New York, London, Abuja, Addis Ababa.."
3. He salutes the citizens of Southern Cameroons especially the new awakening, the nationalistic consciousness in the Common Law Lawyers, the Teachers Union, the Commonwealth Journalists Association and the Natural Rulers, among others, that is tearing down the masque, dismantling the Yaoundé imperial propaganda and exposing la Republique du Cameroun annexation and colonial occupation
4. He challenges common law lawyers to formally reinstate the Southern Cameroons Bar Council as a form of defiance and take necessary steps to affiliate with the Commonwealth Lawyers Association (CLA) and others.
5. He reminded Southern Cameroonians that, It is a fact of history that Yaoundé at the UN on April 21, 1961 voted against forming a federal union of two equal states with British Southern Cameroons. By voting against they rejected forming the federal union with us. He continued by stating that the so-called federation of October 1. 1961 – May 20 1972 was a phantom: it was a unitary system enveloped in federation to deceive the world. UNGA Resolution 1608 of April 21, 1961 was never implemented thus no union in conformity with UN Charter Art. 102 and international norms was formed between British Southern Cameroons and la Republique du Cameroun.
6. He salutes the efforts of Chief Nfon Mukete in trying to revive the Southern Cameroons sense of belonging.
7. He concluded by calling on Southern Cameroons to hasten their liberation and restoration in freedom and dignity. He therefore calls on you Southern Cameroonians to bury the blame syndrome, finger pointing, and the so-called NW/SW dichotomy. He went on to say that, what unites them – territory defined in inherited colonial treaties, history, culture, common law, language, world view, among others, are far weightier, tangible and noble than the coloniser’s imposed evil for his prestige and grandeur.

Comments:
After reading from the Chairman. These are my impressions
1. He failed to give a clear cut road map on the way forward for the movement
2. He failed to remind and speak about those Southern Cameroonians in prison
3. He failed to give a clarion call for all factions to come together for the good of the people
4. He failed to signal what concrete steps the movement did in 2015.
Question: How far can the Southern Cameroons movement go in 2016? Do the notion of an independent Southern Cameroons still resonate within the people of Southern Cameroons? Can there be a shift in strategy within the movement?

Presidential Biya's Speech, Black Outs and Fru Ndi Praises.


A moments ago, President Paul Biya gave his traditional end of year recycled speech. Mr John Fru Ndi immediately after the speech on CRTV praises Mr Biya and said the speech was one of the best delivered by Biya. Worthy of note is that, it is reported that various cities across the Cameroons including Yaounde, Buea, Bamenda, etc saw power cut during the length of his speech. Some highlights of his speech include.
1. "We must achieve emergence by 2035"
Mr President, how can we achieve emergence by 2035 when the country cannot even go without a day without power cuts despite enormous natural resources to generate power. Emergence must begin now.
2. "My main dream is to see the standard of living of Cameroonians get better in 2016"
Mr President has been in power since 1982 and the standard of living has not been better either. It has become worse as the years go on with endemic corruption. How can 2016 be better when we have not seen effective policies put in place in 2015.
3."We must switch to digital soonest"
How can Cameroun go digital when state institutions and ministries do not even own simple websites and if they do, most are poorly designed with updates as outdated as possible.
4. " In this regard, I am pleased to note that 1 175 358 jobs have been created from 2011 to 2015"
This is the biggest joke. I guess these figures are coming only from government employment. How can the government be the biggest employer? What statistical tools and data do the government used to come out with this figure? How organised is the private sector so that when jobs are created, the employment data is updated? If there is one, how open are these data for public investigation and consumption?
5. " I have instructed the Government to implement two key measures: review pump prices of fuel downward; and review upwards, the amount of family allowances paid to workers.These measures will take effect on 1 January 2016"
While we appreciate the reduction of fuel prices. This just indicates how individualistic the regime is. What role did the Parliament play in understanding the effects of reducing fuel prices? Again, family allowances are being increased to state workers? What about the private sector? So the government has no regards for other citizens? What happens in setting policies and mechanisms that will protect workers in the private sector?
6."I know how patriotic you are. Let us make 2016 a great and peaceful year for our country ."
Yes, Mr President, Cameroonians are naturally patriotic people. They are not patriotic because of you because you have given no reason for Cameroonians to be patriotic. You have never been patriotic to Cameroon. A patriotic president would visit his regions, commune and understand how his people are living. A patriotic President will not leave the country for months and spend huge tax payers money at ease. A patriotic President will commune with his wounded soldiers, visit them and provide adequate care for them. A patriotic President will listen to the voices of marginalised people in the Cameroons. A patriotic President will set in place an independent electoral body and ensures independence in state institutions. Cameroon is experiencing negative peace as you may know but some day, Cameroonians shall be victorious again.

Economic Freedom Brings Political Freedom.


There is a need for economic freedom in the Cameroons especially in the English-speaking part. What I have l noticed is that, recently in Buea, Capital of German Kamerun and Southern Cameroons, there has been an uplift of economic prosperity by mostly Anglophone youth who are trying to make a breakthrough. We have seen tremendous improvement in the entertainment and movie industries such as the Syndy Emade's Blue Rain Entertainment industry, Malvis's BILIF movie industry etc. We have seen small companies which are doing well, such as Bongaful Peeps industry, Entrepreneurs such as Mambe Churchill Nanje, Louis Fame McCarter, Ngwane Hansel, Abongwa Victor etc.

Let us take the example of the Nigerian market by investing in our economy and consuming our own product. I am addressing this particularly to the Anglophone people. We must emancipate ourselves economically so that we can yield political power. Let us buy and consume our own movies, let us buy and consume our own juice made in Anglophone Cameroon. Let us support one way or the other small medium enterprises, entrepreneurs to grow so that they can create jobs. I know the system is not that good, but we can dare. We can try and we would succeed.

Let us get in contact, buy these products for our friends and family and enjoy them. Let us consume our own locally made clothes. This is how we grow and this is how we can seize political power by being economically strong. I have already ordered three of these designs from Tiko, Southern Cameroons to support our own industry. Let us invest in them in whatever means possible.

No 2018 in the Cameroons: SCYL DECLARES

Recently, some Anglophone Cameroonians (If I may use this) have declared their intentions either to run for Parliament, the Executive and or support one candidate or the other. The following comes to mind. Dr Nfor N Susungi declared as far back as April 2015 to run for the top job under the banner of UNIKAM-a party geared in changing the present system to a more decentralised Republic of Kameroon. Then, Prince Ekosso comes in under USDP, he has also declared to run for the Presidency-he wants a more socialist state and he is focusing more on dual nationalism amongst others. Walter Onekon Angwere , SDF militant moved on to break ties with Fru Ndi and calls on Joshua Osih, first Vice National President of SDF to represent the party in 2018. And just yesterday, Tata Kwawi has declared his intentions to run as a Parliamentarian under the banner of Bello Bouba UNDP. We are expecting more of such announcements in the near future.
However, these announcements do not go down well with Southern Cameroons movement seeking an independent Southern Cameroons. Ayaba Cho Lucas Scyl, spokesman of the Southern Cameroons Youth League-SCYL responded forcefully and in hard language to Tata Kwawi candidature. Hear him
" Fellow Ambazonians: Never again in your lifetime, should you follow the path of the CPDM that has robbed millions of their dignity. Never again should you offer your support to any candidate without the specific policy assurances that must be put in place to change your lives. Never again should you allow those whose personal interest dictates their political intuition and calculation to speak for you when you cannot. If the last 55 years of political usurpation has thought us any lesson, it is that of the illicit intercourse between self-seeking politicians and the brutal regime. Never again should you compromise the complete overthrow of the existing structures of repression for some temporal gradualism designed to recruit from amongst us the despondent, power seekers and survivalists. You must also evaluate the platform upon which individuals seek power within the institutions of the occupation.

What is the policy of that platform as far as the occupation of your country is concerned? What is the record of that platform in terms of its policies and stance on crucial issues that affect your life? My fellow compatriots, there will not be any 2018 in our country. If we are unable to stop the regime, we will take action on all of its collaborators and all those who have continued to put their personal agenda over the collective will of our people in the name of democracy. The parlance of democracy has been used by both the regime and the opposition to perpetuate its stay at the helm. As we have done before, we will continue to fight against these bigots on every social media and we will make it difficult for them to use our land as a platform to gain personal power in the house of our tormentors.
Thousands have used resistance as a profiling tool. That is why the resistance whether against the occupation or the autocracy has always been compromised by the personal desires of individuals to whom we entrusted our trust. What was the position of the UNDP when we bled on the streets to defend the peoples victory in 1992? What was its position when our compatriots were gunned down execution style in Buea? What is its position on the Common law system? What is its position when it comes to our educational system? It has always sided with the murderers of our people; the usurper of their victory and has always stood with continuity,impunity and corruption. As they prepare to use 2018 to continue to perpetuate the deception, manipulation and deprivation, you should count on our vigilance to stand for you even when we have no power."
Question:
Should Anglophone Cameroonians (Southern Cameroonians) abandon everything that has to do with elections in Cameroon and join the movement for independence? Should Anglophone Cameroonians participate in the fraudulent electoral process and change things from inside? Is there no freedom of political belonging? Should Anglophone Cameroonians bury all differences and come under one political movement to challenge the status quo? What can be done?

2018 ELECTIONS: FORMER STUDENT LEADER DECLARES FOR PARLIAMENT UNDER UNDP



Tata Kwawi Mbinglo, one time University of  Buea Students' Union President, UBSU has decided to stop the talk and walk the talk. Reports suggest Tata Kwawi, 28 from Wimbum land has declared his intention to run for legislative elections under the UNDP of Bello Bouba after popular calls from most youth of his constituency. Tata presently in Thailand has said he will relocate home in some few months time to begin the ground work. He wants to see change in the way things are done in Cameroun parliament.

Tata Kwawi is the founder and chairman of Cameroon Pace Setters Association. A body which has done much sensitization on empowering the youths of Cameroon in the decision making process. He has been behind political reconciliation in Donga Mantung and has promised hell for politicians practicing the politics of hatred in Donga Mantung Division. He has often challenged political bigwigs in his constituency to involve youths in their development plans and include youths in sustainable development goals. He has given out scholarships to many wimbum youths in a bit to promote academic excellence through his award scheme known as the Tata Kwawi Academic excellence Award.


Tata has initiated a solar panel project which created much awareness and concern through which he succeeded in getting the government to include Fuh Village in the supply of electricity in his locality. He is currently partnering with a Nigerian business tycoon to organize a conference on youth empowerment in Ndu and Nkambe come March 2016.

Questioning Tata, he had this to say "I have chosen to run for elections because I have heard my peoples voices crying for salvation. They need  someone to instill in them hope and better living standards. These expectations they are confident that I have the potentials of delivering the goods. I have always slept with thoughts of the commonest man in my community and this gives me sleepless nights. I think it's time to walk the talk....."

Question:

Should Tata run under Bello Bouba's UNDP? Is it a correct political move or should he stay with the traditional SDF or CPDM or create an all together new political party? Tata will become the second student leader to run for Parliament after Ateh Thompson tried last parliamentary elections, is this the right time for student leaders and youth to seize the country democratic process? Should we belief in the electoral process and run under ELECAM or engage in a movement to call for reforms in ELECAM before any elections?

SDF YOUTH LEADER BREAK RANKS WITH FRU NDI, SUPPORTS JOSHUA OSIH FOR PRESIDENT


Walters Onekon Angwere, has also joined his voice amongst those who want to see change come in 2018. Walters is a former student leader, University of Buea. He masterminded and lead the deadly student protest in 2005, UB which culminated with the now defunct Students' Union formation. Walters, like many other former students' leaders is eager towards a 2018 presidential and parliamentary elections. Walters, a formerly staunch supporter of Ni John Fru Ndi has become frustrated with the leadership of the SDF and thinks Joshua Osih can lead the country to the change we need. Hear him:
"I see Joshua Nambangi Osih as an astute politician who has created a mark in the political sphere in Cameroon. His early rise to the position of Vice Chairman of SDF is indicative of the fact that the party saw some values in him that were worth exploiting. He has been very supportive of the party and I may say, at the same time loyal to not just the party hierarchy, but also to the grassroots militants – qualities I consider important for leadership and continuity. Though losing in the 2012 legislative elections at his native Ndian constituency, he proved to Cameroonians that he was not only a local politician, but a national political player by winning the parliamentary seat of a Wouri Centre Constituency, at the heart of the economic capital of Douala in 2013..."
He continued " .....At his age (47 years) and giving the qualities he possesses in the field of management and human relations, I think he understands the plight of the Cameroonians. He has demonstrated in different spheres of activities (the business world, the civil society, sports, to mention but a few) across the national territory and beyond that he has good plans to move the country forward and I think it is time we gave him the support to deliver. He is a patriotic Cameroonian, quality that is dire for the top job. J.N.O is calm, level headed and educated and being a gentleman makes him the most suitable candidate to manage Cameroon Third Republic and drive the country to emergence"
Walters concluded "in a nutshell, he has been the people's choice prior to the last presidential elections and I am convinced Cameroonians of all walks-of-life badly need him at the helm of affairs"
Question:
Should SDF militants break ranks with the current leadership and start a movement to call for Osih's bid for the presidency? Would Osih make a fine president for the Cameroons? Are youth more hungrier to see change in 2018 than ever?

Events as it happened: Presidential Candidate comes under fire

Preamble:

Franklin Sone Bayen had on the Come and See Journalism Facebook page written on the possible split of the Post Newspaper due to a suppose feud between the Executive Editor, Francis Wache and the Editor-in-Chief, Charly Ndi Chia. Dr Nfor Susingi, Cameroon 2018 Presidential candidate without mincing words came in to clear the air. Hear him:



"....I find this story very interesting because I know how it all started. I feel obligated to throw some light on this story because what is happening now is a copycat repetition of what happened in 1997. When I became active in the SDF in 1996 as the Chief Economic Adviser of the party, I thought that it would be necessary to have a new publication that would be used to communicate the economic ideas of the SDF.


As Paddy Mbawa, the previous publisher of the paper was languishing in jail at New Bell, I approached him with the idea that he should allow me to inject some money to sponsor the paper and use it as a mouth piece for the economic programmes of the SDF. Paddy Mbawa agreed. But let me quickly add that the Cameroon Post had been registered under the name of Mr. Ngalim of Kumbo who remained the proprietor of the newspaper.

I proceeded to inject money into Cameroon Post with Francis Wache and Charley Ndi Chia serving as the editorial pillars of the newspaper. Meanwhile I stayed in the background as the invisible financial sponsor while Mr. Polycar Tarla became the Publisher.


It is under this arrangement that Cameroon Post was used to publish NESPROG for the SDF Convention that took place at Mount Mary in December 1997. When I subsequently travelled through the country on a tour with John Fru Ndi, I would occasionnaly file a story that would be published in Cameroon Post.


Later on in 1997 after the Parliamentary elections of 1997, something happened that shocked me beyond my wits. Mr.Francis Wache and Charley Ndichia prepared and edition of the newspaper and instead of calling it “Cameroon Post”, they simply removed the name “Cameroon” and called the new paper “The Post”. They kept everything the same, including the Masthead and the colours.


In effect, without troubling themselves to register a new paper called “The Post”, they simply took over Cameroon Post and removed the name “Cameroon” from it and created and new paper of their own called “The Post”. It was the most carefully planned act of journalistic skullduggery that I had ever seen in my entire life.

Since my role was simply that of invisible financial sponsor of Cameroon Post, I realized that what they had done was to steal the readership of Cameroon Post and to render it completely devoid of readership.I had no legal recourse and I did not want to go public with the act of skullduggery that they had executed.

I simply digested the fact that Cameroonians are capable of just anything and it was necessary to put distance between myself and such people. I simply advised them to change the Masthead and to apply for a new authorization for “The Post”. I have not seen or spoken to anyone of them for 18 years.

"When I read your story about what is happening at the moment between Francis Wache and Charley Ndichia, I told myself that the story does not surprise me because what the two gentlemen did in 1997 cannot possibly have a happy ending because these are the two gentlemen who destroyed Mr. Ngalim's Cameroon Post...."

ENTERS CLOVIS ATATAH:

Clovis Atatah, co-founding editor of The Post newspaper could not stop but to react to the suppose lies Dr Nfor Susingi spread. Hear him:


I have read Dr. Nfor N. Susungi’s “testimony” and the subsequent reactions with great interest. I wish to equally give a brief testimony for the record.
At the time, I had just completed studies in the journalism department at the University of Buea and was an editorial staff member of the Cameroon Post in Buea. Actually, I started working for the paper in 1996, even before completing my studies. Apart from our senior colleagues Francis Wache (Executive Editor-in-Chief) and Charlie Ndi Chia (Editor-in-Chief), Julius Afoni (Desk Editor, RIP), Bouddih Adams (who had just come to the head office from the North West Region, or Province at the time), and I held the editorial fort on a day-to-day basis.

The remuneration (stipend, wage or whatever you may prefer to call it) was abysmal. It was so atrocious that I do not have the courage to state the exact figures in this forum. Francis Wache and Charlie Ndi Chia often encouraged us to basically offer our services for free by invoking the idea of serving a larger purpose and that the project was so conceived that remuneration would significantly improve as the fortunes of the project improved as well.

So, for a while, the hope-for-a-brighter-future sedative worked like magic, as we continued to work as slaves for Dr. Susungi and his partners. We were, however, brutally jolted out of our reverie on July 6, 1997 (if I remember correctly), when Dr. Susungi sent his representatives to the head office. These representatives, acting like enraged thugs, without any warning or explanation, dismantled the computers and other equipment and carted them away. We were in the process of preparing an issue of the Cameroon Post for the press, which was never to be.

Dr. Susungi subsequently faxed a decision to a nearby phone booth operator to the effect that all staff members had been fired and those who wished to continue working for Cameroon Post needed to reapply. As if that was not enough insult, he summoned all the “fired” staff members to a meeting in Douala, during which their readmission into the team was to be publicly considered.
After the reception of the faxed message, the editorial staff in Buea held a meeting, during which the decision to publish a new paper, The Post, was taken. 

After the publication of the maiden issue of The Post on July 11, 1997, Dr. Susungi and his partners filed a suit against The Post in Bamenda (where I guess they believed they had an advantage since Bamenda was neither the headquarters of Cameroon Post nor The Post), hired the celebrated Ntemfac Ofege as Editor-in-Chief and continued publishing Cameroon Post.

The court in Bamenda eventually dismissed the case and Cameroon Post failed to compete with The Post in the free market and consequently folded up.
Whether The Post lived up to its promise is another matter. But that is a story for another day..."

ENTERS CHARLY NDI CHIA

Clovice, I did attempt to contribute my little bit to the rather controversial Susungi comments on Cameroon Post and all that. Apparently though, I was short-changed by internet connection problems. Let me state from the very onset that while others struggle to state or write authentic histories, Mr. Susungi prefers to erase it; to erase certain aspects of it to why not, create such events and history as are only convenient to his personal tastes and preferences. It is unfair of him to do so. For the record, even before Paddy Mbawa was put behind bars, thanks to Cameroon Post, the paper, at the time, was simply existing; not living. Paddy invited me to resuscitate it and with cash injections from Barrister Charles Taku and Aong-Wara, the paper more or less, bounced back. Then Susungi and another fanatical SCNC Apostle turned up and told me of how the had been to the jail house where they got Paddy's consent to "take over" the running of Campost. I won't name the individual for now, but Susungi boasted throughout about how between them, they had so much cash to throw into the project. 

They would only want to be assured of the commitment of the Editors of Campost to reciprocate by way of printing and projecting every bit of SCNC propaganda on the paper.  Susungi had practically frog-marched Francis Wache into a meeting they convened and beseeched me to let Wache take up the position of "Executive-Editor-in-Chief" a not only strange, but also bogus concept or attribute in journalism anywhere in the world to the best of my knowledge. Wache looked artificially taciturn throughout the meeting. According to Susungi, Wache had to adopt this "top" position, so he could be pouring some needed water on the hot embers that I was producing in the name of journalism. No gainsay on my part; and this, in itself, is quite another story. After several meetings with Susungi, his partner, Wache and myself, the ball was set rolling. Susungi and co chipped in an initial capital of one million five hundred thousand francs. I know it so well because I was the one who collected the checque and deposited it into an account that was solely controlled by a certain Lucy Ngenge, Susungi's relation. Wache and I were not signatories to this account into which the born again runners of Campost paid in an additional one million francs within one month. 

This is all that Susungi ever contirbuted to the running of Campost during the time time Wache, myself, Julius Afoni (RIP) ran it editorially. Sales and advertisement from the paper were, to say the least, great. Susungi's two other relatives who I shall name on a later date were solely in charge of sales collection and all that. Lest I forget, as young as he was, Atatah was part and parcel of the editorial team. All we had, I mean, the whole editorial staff received as stipends was part of 87,000 frs that was weekly provided to the newsroom and pompously referred to as newsroom/production allowance. Susungi would ignore the Editors and intermittently pay selected field staff directly from his pocket. He would subsequently boast about it. What Afoni and Atatah couldn't achieve on account of their green ages, they made up for by way of crass radicalism. But they had their limits because they were senior staff. Susungi would visit the newsroom, instruct that this or that name be included on the masthead of the paper. Wache would look on like a zombie and only grumble behind. Susungi would inform the editors that he had assigned this or that reporter to do this or that story and all would be quiet, until I would firmly remind the tough talking economist that he he couldn't effect such decisions or changes without negotiating with the professionals that some of us were/are. 

That he was unqualified to decide on the news menu. Often he obliged and ate humble pie. But Susungi was not only uppity and pompous. He was also this cold-blooded capitalist and overly ambitious impostor who would insist on talking even when he had nothing to say. He was confused. He wanted to sneak into the marble corridors of power by way of the SCNC and SDF, all at the same time. And he wanted to use Campost and us for this. Lucy Ngenge, where ever she is today would attest to the fact that I once told her to remind Susungi that we could break off from Campost, set up something else and run it like professionals as opposed to politicians and political harlots. Note that it came to pass and The Post was founded. Dig, or better still, invoke your archives and read up the scintillating first ever Editorial Comment that was scripted by Wache and published in the first ever edition of The Post on July 11, 1997.

This editorial comment tells just more than the story of The Post. It is something of cast iron evidence for some of the founders of the paper, legality and posterity. That, once again, is another story. Clovice has so beautifully hinted, just hinted about how The Post came about. The story will surely come, sooner than later. But hey! Susungi effectively fired all of us for declining his purported transfer to Duoala; this Douala which he would tell everyone that cared to listen belonged in the enemy territory of "La Rebublique" which he was conscripting us to fight against. In any case, Susungi was ignored. He "briefed" Barrister Charles Taku to take legal action against us for being intransigent. Taku ignored him. Campost went to court and after some 17 adjournments during which the Late Barrister Gorden Ngu Mwambo and my humble self fought Campost to a standstill. Needless to state that Campost lost the case against The Post for purportedly usurping its corporate name with honours.

Journalistic Hooliganism: The Case of Cameroon



There seems to be a problem with Journalistic practices in Cameroon. Journalists from the Cameroons have derived a new but old term known as Gumbo-This term has seemingly come to be a daily affair within the cycles of journalistic practices. Ministers and government officials have pocketed some journalist with Gumbo, these journalists turned to writing beautiful articles about them, once Gumbo stopped, blackmail takes the order of the day. Some journalists have developed the tactics of creating award-these awards are fast track for gumbo. Some even go to the extent of trying to blackmail officials who might  not tally with their objectives of providing awards. What might be causing these problems? Is it the low pay check of journalists?

Reading through an article posted on " Come and see Journalism in Cameroon" on Facebook, one could not laugh, but noticed a quack headline , with undertones of an unsuccessful gumbo attempt. Some of the headlines read "....How Achidi Achu and some of the NW Fons sponsors Boko Haram". In trying to investigate this newspaper (Life Time), one took notice of a seemingly frustrated editor trying to settle scores by tarnishing the image of a 'father' after futile attempts to extort money from his son. It is reported that a certain Tim Finnian of Life Time newspaper telephoned the paymaster of Ngaoundere, a certain Donatus Achu to inform him that he had been awarded a prize- the condition in which to obtain was a series of bank notes. My sources reveal that, the paymaster suspicious of a scam, politely thanked Finnian but turned down the award and everything it entails. Reports suggest refusing to take "No" for an answer the Gumbo related editor proceeded to make tens of phone calls to an uninterested paymaster. Finnian sent a series of text messages begging Mr Achu to take the award and provide him with some money . Reading through the screenshots of the messages, some of them read:
" IS IT THAT THE AWARD IS OF NO VALUE TO U OR WHAT? I CANT REALLY UNDERSTAND WHY U DROP MY CALLS WHEN U DISCOVER THAT I'M THE ONE OR DOES NOT EVEN PICK MY CALLS. REALLY IT IS PAINFUL. ITS GOOD TO BE CLEAR SO THAT I STOP DISTURBING U.THANKS"//...

"THANKS BUT, I AM REALLY IN FINANCIAL CONSTRAINTS FOLLOWING THE SERIES OF DEATHS WC I HAD WITHIN A SHORT PERIOD OF TIME.THANKS// ...
"BRO GD MORNING,WE ARRIVED THIS MORNING WITH THE CORPSE OF THAT MY LATE BROTHER FROM KUMBA WC I TOLD U ABOUT.PRESENTLY WE ARE IN BAMENDA AT THE MORTUARY TO FUTHER TO NJINIKOM TOMORROW FOR BURIAL AND I AM REALLY STRANED.IF I CAN HAVE YOUR OWN SUPPORT FOR THE AWARD,THEN I BE VERY GRATEFUL.LOVE FROM TIM FINNIAN NJUA IN BAMENDA.THANKS// "...

It is really painful to see how some journalist will go to the extend forcing personalities to give them money for award to the extent of lying that they are bereaved. Owners and journalists of newspapers are using their business for gumbo related news articles. However, realizing that the paymaster has decided not to yield to his claims, Finnian decided to get even and as such Finnian is using the edition of his newspaper called Life Time to attack the victim's uncle. Cameroon is better than that.
I have decided to publish this article after doing my own personal findings so that the bad seed within the profession are uprooted. Some of us love this profession and we take it as a passion. Let the professional journalists don't spoil for those of us who are not professionals bust using it as a passion.

STOP GENERATION - WHY NEW WAYS ARE NEEDED?

STOP GENERATION -A Southern Cameroons Production
The need to decolonize the Southern Cameroons aka Ambazonia.

Preamble:
It should be recalled that, the 1961 plebiscite vote by the people of Southern Cameroons to gain independence by joining was not meant to form La Republique Du Cameroun. The vote was meant to form a federation of two states, equal in status with La Republique DU Cameroun, thus keeping the culture, way of life and identity of a “people”- the Southern Cameroons people. The following points comes to mind:
1)      In 1972 President Ahidjo said the federation was too expensive and organized an unconstitutional referendum opting for a unitary state (United Republic of Cameroon) and it was a 99.99% victory for him. A vote which involved both Southern and French Cameroun. President Ahidjo forgot that, the Southern Cameroons were a “people” that freely got into the union because a federation was mentioned. If at all there was to be a change in the status of the Union, the referendum organised on 20th May 1972 should have included only the people of Southern Cameroons-the same people who voted to join the Union freely, La Republique had no business to do with the referendum.. Looking at how it was organized, one will say there was no need for a referendum since the result was already known even before it began. Even if all Southern Cameroonians had voted “NO”, it would not have changed the results putting the population of the two states side by side.

2)      In 1984, the new President Paul Biya followed an already laid down script to completely annex the Southern Cameroons. He issued a presidential decree that changed the name of the country from United Republic of Cameroon to La Republique du Cameroun- the same name La Republique had prior to the federation with the Southern Cameroons who had also let go her name (Southern Cameroons). For a president to reverse to La Republique Du Cameroun meant they had opted out of the federation and Southern Cameroonians had the right to revert to their own name prior to the federation. Southern Cameroonians like Chief Godji Dinka, Albert Mukongetc stood against this and the answer from the new colonial master was arbitrary arrest and imprisonments.

3)      With this new development which infringed into the very core of the 1961 plebiscite, Southern Cameroonians saw a need for an All Anglophone conference (AAC) which was held in 1993 in the capital city of Southern Cameroons-Buea. Southern Cameroonians came out with an ultimatum requested Paul biya to revert to the federation or the Southern Cameroons will have no choice than to revert to an independent nation by restoring her independence. As any colonial master will do, Paul biya humiliated them and spat on their faces taking it as a none event.

4)      In 1994, there was a follow up conference in Bamenda termed the  AAC 2. Here after heated debate, Southern Cameroonians opted for the zero option meaning “ Southern Cameroonians shall stop at nothing but independence under the banner of the Southern Cameroons National Council” (SCNC). The colonial regime of La Republique du Cameroun still did not read the handwriting on the wall that said a stitch in time saves nine. Their response was arbitrary arrest, tear gassing and granite lunching on armless Southern Cameroonians. As a barbaric and alien regime they increased their military barracks in the Southern Cameroons.

5)      In 1996 the architects of the defunct federation Dr John Ngu Foncha and Hon ST Muna amongst others went to the UN and tabled a bill informing the UN that the planed federation between the two states has failed. A copy was issued to Paul Biya, note here that Biya has not even for once called for a dialogue between the two peoples.

6)      In 1997 members of the Southern Cameroons Youth League (SCYL) preparing to defend the land were arrested and jailed in colonial prisons in la Republique Du Cameroun. One would have thought that at this time Biya would try to come out with a solution, but no he doesn’t want to dialogue with his captives.

7)      1998-2002 Southern Cameroonians announced the independence over radio Buea and the response was arrest and torture in an underground prison. In 2002, over 70 members of the SCNC were arrested and whisked to jail for celebrating the Southern Cameroons independence day. Still no attempt to dialogue from the tyrant.

8)      In May, 2000 the then UN secretary general Koffi Annan in a visit to the Cameroons asked Paul Biya to get into a constructive dialogue with the SCNC. The response was still brutal force, arrest, maiming, killing and imprisoning of Southern Cameroonians.

9)      The Banjul ruling of 2005 prescribed that Biya gets into a constructive dialogue with the SCNC/SCAPO for a peaceful resolution of the Southern Cameroons question. The Biya regime called the Southern Cameroons leaders terrorists in the African court but were swiftly reminded by the judge that terrorists don’t come to court. According to the colonial regime they don’t negotiate with terrorists, but one would note here that the Biya regime has negotiated with the Boko haram terrorists in their country more than 3 times.

10)   Southern Cameroons lawyers on 9th May 2015  gave an ultimatum to Biya concerning the Southern Cameroons question. The President of La Republique du Cameroun has still not responded.

It is therefore evident that from these ten points listed above,  one would conclude that there seems to be only one language the colonial regime is willing to speak. Southern Cameroonians had spent time begging for freedom. The Stop generation is now taking another twist to this saga. The Southern Cameroons question cannot have a political solution. The stop generation just realized that in other to kill the snake that has invaded the compound, they had spent their time beating at its shadow. Now it is time to leave the shadow alone for it has no effect and go for the real object.
It is therefore imperative to conclude that Biya should be held responsible for anything befalling the Cameroons.
